I don't think it has to do with capitalism, per se. There's more than enough historic evidence that even in socialist/communist countries, greed and corruption spreads in the higher echelons. Just look at North Korea. No. I think it has to do with lack of moral curbing. Wall Street doesn't abuse legal loopholes because it's evil, but because it can.
