On the contrary - I think capitalism is a big part of the problem in that the entertainment industry is trying to maintain their profit margins instead of compromising and finding a balance. And the government is saying it's okay to do that; it's okay to fuel an industry that's effectively wringing its citizens dry of money, because it is an industry that contributes proportionally large funds to the government. There's an imbalance here between classes of society, the public and the democratically elected government, the public and the industry, etc.
Having said that: yes, it is greed as well, and I do agree with your point.
